Job Description


Contract position

Pay Rate: $33.61/hr.

Job Duties

  • Responsible professional administrative and technical work assisting the Director in administrative and engineering aspects of the Utility Department.
  • Position reports to Utility Director.Assists the Director in the engineering and construction of the City's utility systems.
  • Plans and makes engineering recommendations for specific system expansion projects, process control changes and general system improvements with emphasis on longevity and cost effectiveness.
  • Assists in the preparation of the Departments budget and capital improvement programs.
  • Develops cost-control and cost-reduction methods.
  • Supervises all utility engineering and construction work; responsible for conducting field inspections of any utility construction by the City or developers.
  • Responsible for overseeing the preparation of all bid specifications, documentation and permits for all construction and capital improvements.
  • Assists in the engineering and permitting of the water treatment plant and the wastewater treatment plant facilities such as consumptive use permitting and operating permits.
  • Responsible for representing the Department in DRC meetings and reviewing of all plans of developers.
  • Meets with developers, Realtors, builders, etc. to coordinate and explain utility requirements and standards regarding future developments within the City.
  • Responsible for updating and maintaining all water/sewer utility prints to include all as-built, construction plans, water/sewer prints.
  • Assists in the development of system operations, maintenance programs, guidelines and procedures.
  • Responsible for recommendations to the Director for engineering and contract services.
  • Conducts or assists in training programs.
  • Coordinates compliance of the operations and facilities with all federal, state and local regulations and permit requirements.
  • Assists in the preparation and supervision of emergency operations and development of procedures to assure the safe operation of the water/sewer systems, to include meeting all OSHA requirements.
  • Assists the Director in the creation of City Ordinances, resolutions, reports and presentations.


  • Knowledge of utility engineering and construction practices and water and sewer utilities procedures.
  • Knowledge of rules and regulations regarding utilities programs.
  • Knowledge of rules and regulations with particular reference to federal and state utility regulations.
  • Extensive knowledge of civil engineering practices as it relates to water and sewer construction and operations.
  • Ability to prepare complex reports and statements.
  • Ability to analyze work methods and procedures.
  • Ability to communicate, interpret and explain ordinances, policies, etc. to the general public.
  • Ability to express ideas effectively orally and in writing.
  • Ability to establish and maintain effective working relationship with employees and the general public.
  • Ability to utilize computer hardware and software effectively.


  • Graduation from an accredited four (4) year college or university with a degree in civil engineering.
  • Three (3) years experience in water/sewer engineering.
  • Professional Engineer preferred.
  • Must possess a valid Florida Driver's License.

(A comparable amount of training, education or experience may be substituted for the above qualifications.)

Constant sitting, use of hands - arms, grasping, typing, and communication involving speaking and hearing. Frequent standing, walking. Occasional kneeling, stooping, bending, reaching overhead, and lifting up to 25 pounds. Vision and hearing must be correctable.
