Job Description

Service Manager - Housing

Fulltime

Responsible for the day-to-day operations of the Housing programs. Contributes actively to ongoing pursuit of Agency strategies for housing development, working with Agency Leadership and Management as well as external entities in the areas of funding, contracting, and outcomes reporting. Operates within the parameters established by program goals, objectives, and budget. Assures quality contract performance through staff selection, development, supervision and adherence to current VCCC standards and practices. Supervises program staff. Collaborates with other community service providers, funders, housing development organizations, service partners, landlords and property managers, government entities and elected officials.

Essential Job Functions: (This is not the job description in its entirety)

  • Function effectively as a "team leader'. Effectively manages change within the program in accordance with agency mission and goals. Provide clear leadership in the development and implementation of the program goals.

  • Coordinate day-to-day operation of programs; assures effective, smooth functioning schedule for teams; assures adequate service volume.

  • Maintain real-time awareness of program functioning with respect to all aspects of Housing program contracts.

  • Maintain real-time awareness of program functioning with respect to all aspects of Housing program budgets.

  • Assure that Valley Cities' housing programs operate in full accordance with the principles of Recovery and Trauma Informed Care.

  • Assure that Valley Cities' housing programs operate in full accordance with Landlord Tenant Laws, Fair Housing Laws and follow RCW rules in regards to property management.

  • Assure that accurate and complete data is submitted to the regional Homeless Management Information System.

  • Collaborate closely with Facilities Department and Finance Department to assure effective maintenance and financing of Housing program properties.

    Minimum Qualifications:

  • Bachelors degree
  • High level skills in communication and staff motivation
  • At least seven years relevant experience including management, housing/homelessness, clinical services
  • At least three years experience in program management, including budget and personnel responsibilities
  • Familiarity with co-occurring disorders, concepts of harm reduction and rapid re-housing
  • Thorough knowledge of WA Landlord - Tenant laws
  • Familiarity with local funding and housing systems (i.e. All Home, Regional Support Network, United Way of King County, local Housing Authorities, et al).
  • Competence in use of Microsoft Office systems, use of data reporting software
  • Experience in overseeing budgets and multiple programs

Desired Qualifications

  • Bi-lingual fluency
  • Masters degree
  • Clinical supervision qualification

  • Current Auto Insurance: If transporting client in personal vehicle

  • Washington State Licensure

  • Pass required background checks

  • Ability to work independently

  • Ability to work evenings and weekends

  • Strong skills in administration, community public relations, program development and team leadership
