Position Overview:
This full-time contract Electronic Engineer 3 - Telecom positon provides engineering and field support for our client's operational telecommunication facilities and associated equipment for the Power System Control (PSC) Technical Services group (TECP), located in Vancouver, Washington.

SPECIAL REQUIREMENT: This position requires confidentiality, professionalism and requires passing a higher level background investigation, for which the selected candidate must qualify to hold or continue to hold the position.

Position Responsibilities include:
Note: all official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate manager / or other federal personnel with the authority to do so.
Compile / prepare technical results into tables, reports and graphics on system performance, failure analysis and equipment outages; present results/findings in summary form and/or as requested from appropriate manager, PSC field staff and/or personnel.
With oversight and final approval from staff, perform engineering studies and develop maintenance standards utilizing Sunflower, Cascade and Asset Suite. Create / draft conceptual plan(s) of service for various assigned projects for review, consideration and acceptance by manager / personnel.
Coordinate plans of service with stakeholders, and implement our client-approved plans for assigned projects. Assist in development / draft of standards for planning and design documentation of new equipment and technology.
Collaborate with branch personnel to draft work statements for review and finalization by manager / personnel; process approved Statements of Work as per established procedures. Provide technical / engineering support to construction, operations and maintenance personnel as requested.
Develop and draft procedures for installation, use, and troubleshooting of hardware and software performance..
Prepare detailed network specifications, including diagrams, charts, equipment configurations, and recommended technologies for review, consideration, acceptance and/or finalization by manager / personnel.
Provide project / task updates (oral or written).
Provide technical / engineering expertise and guidance for the PSC system-wide maintenance function and the PSC functional team, including participation on requirements teams.
Provide comprehensive engineering, training, design, field support, testing, evaluation, and instrumentation calibration services as per established client-standards and procedures, for our client's control, telecommunication, protection, measurement and data acquisition facilities and associated equipment.
Coordinate the development, draft and preparation of maintenance standards and guides covering methods and techniques to be followed by system maintenance crews concerned with communication systems equipment.
Perform extensive engineering studies, requiring familiarity with current technological advances in instrumentation, consulting with manufacturers and design engineers, and taking into account field conditions and practices; provide results, findings, and recommendations.
Investigate and analyze operating problems associated with complex electronic systems such as those used in the implementation and maintenance of our client's communication systems; report results and recommend corrective actions.
Review field maintenance practices and recommend changes to the manager where existing practices do not meet current standards
Initiate and coordinate system-wide tests and studies of communication systems equipment relative to their capabilities, and needed modifications or adjustments to improve the reliability and usefulness of the equipment.
Develop, draft and prepare training curriculum and materials for specialized equipment for review, consideration and finalization of appropriate manager / personnel; deliver client-approved training to end users with assistance and guidance of the manager.
Validate instrumentation requirements from branch personnel for measuring and adjusting equipment operation
Monitor spare parts levels for assigned telecommunications equipment; provide status reports, alerts and corrective action recommendations to appropriate manager/personnel
Assist supply chain in the management of spare parts for telecommunications equipment including, providing status reports, alerts and corrective action recommendations to appropriate manager / personnel.
Coordinate and verify the placement of any manufacturer/vendor maintenance service agreements
Review retired equipment and provide recommendations related to the parting of spares or assignment to the Investment Recovery Center for review, consideration and final determination by manager / personnel.

Position Requirements:
Bachelor's Degree in Electrical or Electronics Engineering is required,
5 - 9 years of experience and knowledge of electronic engineering concepts, principles, and practices applicable to communications systems is required.
Proficiency with Microsoft Office 2010 Suite products (Word, Excel, PowerPoint and Outlook) is required.
Experience with microwave communications systems is required
1 Year experience using mobile radio coverage tools - Desired
Proficiency measuring and solving EMI issues - Desired
Experience with Microsoft Visio and/or Bentley Micro Station sufficient to develop basic CAD drawings - Desired
Proficiency in analog circuit design / analysis - Preferred
Experience with telephone systems - Preferred

General Requirements:
Excellent customer contact skills, sufficient to provide technical support over the phone to engineers and craftsmen in the field.
Ability to communicate technical information verbally and in writing to technical and non-technical users
Ability to carry out assigned tasks with a professional demeanor reflected in excellent communication skills, listening skills, patience, analytical reasoning and problem solving abilities
Ability to meet timelines, milestones, deliverables and provide timely status updates
Ability and willingness to participate and perform effectively in a project team environment and effectively manage multiple work assignments.
Self-driven, self-reliant worker, comfortable working with minimal guidance, with proven ability to resolve issues.
Additional Requirements:
Must be able to pass a Personnel background check pursuant for Public Trust (SF-85P), for which the selected candidate must qualify to hold or continue to hold the position.
The selected candidate will be required to sign a Non-Disclosure Agreement (NDA) as a condition of the contract assignment.
This position may be eligible for situational offsite work, subject to the completion of a Supplemental Labor Offsite Work Memorandum of Understanding.
RSA token shall only be utilized when conducting work directly related to the API. Any other work is unauthorized. Contract worker is responsible for the safe-keeping of the issued RSA token at all times. If the RSA token is lost or compromised, immediately contact the COTR. All information associated with work performed offsite must be maintained in the network environment. No client information will be allowed to be transmitted, stored and created, etc., on the contract worker's personal devices. Contract personnel must follow all client and government-wide security, asset management, and cyber security policies and procedures.
Occasional local and overnight travel to field locations is expected, approximately rough estimate of 10% (PPE Required - see below).
Must obtain and/or maintain a Restricted Worker Permit (see appendix below) as a condition of this assignment.
Valid driver's license required.
First Aid/AED/CPR Certification required within 30 days of assignment start. The worker/employer is responsible for maintaining current certification.
Personal Protective Equipment (PPE) is required for all field travel:
  • ASTM F2413-11, Class 75EH rated footwear with over the ankle lace up and rigid sole and heel
  • White Hard Hat required for Restricted Worker Permit holder
  • Electrical and Arc Flash protective clothing and PPE as required by OSHA and consistent with our client's Safety and health policy for electric work inside and around our client's substation facilities (Rare user - one pair of coveralls required)
  • Eye protection
  • Hearing protection
  • Dust Mask
  • Hand protection (work gloves) as needed
  • Other appropriate/required PPE, as required by State or Federal OSHA for the work to be performed.
Ensure Proper identification of self as a contract worker in all communications, correspondence, etc.
