Sound TransitELECTRICAL ENGINEERJob #15-00885 SALARY: $79,626.00 - $99,533.00 Annually OPENING DATE: 11/01/16CLOSING DATE: 11/16/16, 5:00 PM GENERAL PURPOSE:The purpose is to provide oversight of all electrical engineering design, integration, and construction work including; medium- and low-voltage power distribution systems, control systems, electrical grounding; lighting; fire alarm; system integration and coordination; system testing requirements and performance; and commissioning for all Sound Transit projects. Relies upon experience and knowledge of electrical systems to ensure that Agency Safety, Technical Performance, Quality, Cost and Schedule Goals are met or exceeded. ESSENTIAL FUNCTIONS:The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.. Develops contractual requirements to ensure all new projects adhere to established Agency technical procedures, standards and criteria regarding electrical engineering, Systems Interface Coordination and Integration, and Testing and Commissioning.. Develops and accepts changes and deviations from established Agency technical policies and procedures regarding electrical engineering, Systems Interface Coordination and Integration, and Testing and Commissioning.. Ensures adherence to established Agency technical policies and procedures regarding electrical engineering, Systems Interface Coordination and Integration, and Testing and Commissioning.. Oversees the integration of all Sound Transit projects during design phases; supports schedule, scope, and budget of assigned projects; provides updates and information as necessary or requested.. Works closely with City Code and Fire Department officials to ensure code requirements and operational best practices are incorporated into design projects.. Reviews, provides input to and final acceptance of, all electrical engineering designs, calculations, analyses, and reports produced by consultants and Agency staff. As needed provides support to assigned project manager by identifying issues, evaluating alternative solutions, and providing recommendations.. Develops designs for follow on and service delivery projects from beginning to end; this includes power, lighting, and control projects. Responsible for contract design documents, integration, engineered calculations, testing requirements, cost estimates, schedules, evaluating contractor submittals, installation oversight, performance of testing, commissioning, and final project closeout including as built documentation.. Provides engineering economic analysis in determining cost such as total cost of ownership, maintenance and operations costs, and payback periods.. Provides design support during construction. Reviews and provides acceptance of construction contractor detailed installation information and any changes to the accepted design. In this context works closely with Construction Management and the Contractors to determine the most reliable cost effective means of meeting Agency Goals.. Coordinates designs with Agency Operations, Facilities, Quality Assurance and Systems Safety staff members to ensure all opportunities for continuous improvement are taken advantage of.. Ensures Agency Sustainability efforts to develop efficient designs and evaluate new technologies intended to improve efficiencies and reduce impact. MINIMUM QUALIFICATIONS:Education and Experience:Bachelor of Science degree in electrical engineering from an Accreditation Board for Engineering and Technology (ABET) accredited program, and a minimum of 5 years of electrical engineering experience that includes; project management work; working with consultants and contractors; and engineering field work. Required Licenses or Certifications:. Possession of an active Washington State Professional Engineer license with an endorsement in electrical engineering.. Possession of a valid Washington State driver license. Required Knowledge of:. Fundamental electrical engineering concepts and relationships.. Advanced mathematical techniques associated with electrical engineering.. Established electrical engineering principles, methods, and techniques; and electrical equipment and systems.. Industrial and commercial facility equipment, systems, and devices.. Electrical codes and related regulations, including NFPA codes, ANSI and NEMA standards, manufacturer equipment manuals, test results from earlier tests, and access to past decisions.. Three dimensional design tools and capabilities.. Project management and scheduling techniques.. Recent developments, current literature, and sources of information related to innovations and trends in electrical engineering design, sustainability, LEED, alternative energy (e.g. solar power), and emergency power systems.. Lighting design principles and developments in sustainable technology.. Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.. Principles of business letter writing and basic report preparation.. English usage, spelling, grammar, and punctuation.. Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, computer aided drafting, and databases. Required Skill in:. Organizing and leading groups of professionals in developing designs and resolving issues.. Engineering Design development.. Engineering construction support.. System troubleshooting and repair techniques.. Directing field work.. Applying electrical engineering principles and procedures to design, operations, and service delivery.. Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.. Effectively coordinating integration efforts of numerous consultant firms.. Applying project management techniques and principles and defining a detailed project scope and control scope as a means of achieving overall project objectives.. Presentation development and public speaking skills.. Applying appropriate oral and written communication skills to various individuals ranging from Agency employees, engineering consultants, and local, state, and federal agencies.. Interpreting and applying applicable federal, state, and local policies, laws, and regulations.. Preparing and analyzing complex data and comprehensive reports.. Working cooperatively with other departments, Agency officials, and outside agencies.. Developing, monitoring and overseeing program/project operating budgets, costs, and schedules.. Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.. Reviewing and developing Construction Specification Institute formatted contract specifications and test procedures; developing design criteria; creating standards. PHYSICAL DEMANDS/WORK ENVIRONMENT:. Work is performed both in a standard office environment and in the field in support of construction and testing efforts.. Subject to standing, walking, bending, climbing ladders, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, and physical harm when conducting field surveys and when working in the field.
