The incumbent will provide leadership, direction and engineering expertise for the engineering services in the Materials Division. Duties include, but are not limited to: providing technical and administrative assistance to the State Materials Engineer; providing technical expertise and support to Central Office and District Materials field personnel, contractors, federal, state and local government agencies and material suppliers in the areas of material sampling, testing, installation, specifications, applications and design; staff development and addressing personnel matters; and providing leadership and oversight for administrative functions that include inventory and fleet management, as well as administrative and training budget development, monitoring, and reporting.
VDOT is responsible for building, maintaining and operating the state's roads, bridges, tunnels and ferry systems. Through the Commonwealth Transportation Board, VDOT also provides funding for airports, rail and public transportation. Virginia has the third largest state-maintained highway system in the country, employing just over 7,000 employees across the Commonwealth of Virginia.

Experience managing multiple complex materials programs to include quality control and quality assurance processes. Experience reflecting knowledge of materials science and extensive experience in applying methods in materials construction and maintenance work for highways. Progressively responsible engineering experience reflecting the ability to manage and direct technical operations. Engineering experience reflecting the ability to conceptualize, research, develop, and execute innovative material engineering programs. Experience managing staff, performance management and employee development. Valid Professional Engineer's license. Bachelor's Degree in Civil Engineering, Materials Engineering or other related engineering discipline; or equivalent experience and/or training may substitute for degree.
Advanced engineering or related degree. Progressively responsible executive level professional engineering experience with emphasis in geotechnical engineering. Experience leading and implementing soils laboratory and geotechnical engineering programs.
